    7. nor для перевода конструкции «не… и»
    Администрация США не откликнулась и на предложение о моратории на любые ядерные взрывы. – Nor did the US Administration respond/react to the proposal for a moratorium on all nuclear explosions.
    Или (как компенсация пропущенного «и»):
    The US Administration did not respond/has not responded moreover/in addition to the proposal…
    Нельзя не остановиться и на той негативной роли, которую военно-морской флот играет во внешней политике определенных государств. – Nor can we fail to dwell on/ignore the negative role played by naval forces in the foreign policies of some states.
    Или (как компенсация пропущенного «и»):

    We believe that the implementation of confidence-building measures concerning this region would be of great political significance, promote the prevention of conflict situations, and strengthen the security of naval communications in the region.
